Singapore, 04 December 2024 – Horizon Terminals Limited (HTL), a wholly owned subsidiary of Emirates National Oil Company (ENOC), is proud to announce the successful completion of the Horizon JPUT Pipeline Connectivity Project in Singapore. This key initiative was carried out by Horizon Singapore Terminals Pte Ltd (HSTPL) and Jurong Port Universal Terminal Pte Ltd (JPUT). The project represents a significant milestone in HTL’s international expansion and in the development of Singapore’s oil and petroleum infrastructure, further enhancing operational efficiency and reducing costs for customers.
Project Overview
The project involved the construction of a new pipe rack linking both terminals, featuring:
- A 24-inch pipeline for Fuel Oil.
- A 20-inch pipeline for Clean Petroleum Products.
This state-of-the-art infrastructure significantly mitigates operational risks, reduces transfer times between the two terminals, and contributes to operational excellence. The first successful pipeline transfer was completed in January 2024, resulting in substantial cost savings for customers of both terminals.
Strengthening Strategic Partnerships
Founded in 2006, Horizon Singapore Terminals has built a strong partnership with Jurong Port Universal Terminal, established in 2007. Over the years, both terminals have collaborated closely, beginning with the Mutual Aid agreement and the construction of a firewater line in 2009. The current pipeline connectivity project is a natural progression of their successful partnership, bringing mutual benefits to the customers of both terminals.

The new pipeline reduces the need for short-range shipping operations, easing marine traffic in the port and enhancing the safety of long-range vessel movements. Additionally, the project contributes to sustainability by reducing carbon emissions, thereby promoting more eco-friendly operational practices.
